Stephen Colebourne: Comparing closures - CICE, BGGA and FCM

Ive been asked by a comment to compare the new FCM closure proposal from Stefan and myself with the other two proposals, CICE and BGGA. Obviously, this is difficult without being too biased, but Ill to do my best!
